The other parking garage now open is the one next to the Federal Courthouse on Elizabeth Lane. It apparently is open and hopefully will provide parking for those people using the Courthouse (the ones who aren't staying at the Alexandria Jail already!)Monthly parking is available - call 703.299.0019.
The next parking garage in the area to open is the HUGE one next to the AMC Hoffman Theaters and that will hopefully happen in October.
